Is the GPU's memory speed wrong?

That's the speed at which the GPU communicates with its on-board memory (VRAM/GDDR6). That has nothing to do with PCIe 3.0.

Hi! My name is Caio and I've been confused with a detail from my GTX 1660Ti. I looked at this page https://www.nvidia.com/en-us/geforce/graphics-cards/gtx-1660-ti/ and saw that over a PCI 3.0 it holds 12 GT/s. How can I achieve it, once I just reached 8GT/s max? The specs are down below:
