Intel 9900KS 9900K 9900KF or wait for 10th Gen 10900K (yet another 14nm)

AMD

Highest clocks for gaming 3800X, 3700X might OC to that. 

Need tons of threads, look at 3900X and higher like 3990X (big money)

There's always ThreadRipper if you got the moneys. 

Or wait for Ryzen 4000 desktop (around September I believe.)

You can use any cpu you want. 

The higher the frequency, the better the frame rates.

It's not much more complicated than that.

Once you have a set dollar amount you can budget the processor you can afford. 

Till then, I can suggest anything.

ok I'll explain some stuff

 

Streaming is resource-intensive because it takes lots of processing power to encode video and compress it enough to be uploaded without losing visual quality.

Traditionally, this is done on the CPU, and if you don't have enough CPU power, you won't be able to  encode video while gaming smoothly at the same time.

NVENC uses a hardware encoder (specialized chip) on the GPU which takes comparatively very little GPU resources. If you use NVENC, you'll see very little (if any) performance hit. However, NVENC is not as high-quality as true CPU encoding. New NVENC on RTX cards is pretty darn good though. Linus has a small video segment comparing encoders here: at 5:50ish

 

So basically you have two options:

Ryzen 3600 is more than enough for gaming, but that means you will need to use the NVENC encoder. I'd reccomend this, since NVENC is very close to CPU-encoding, and this option is cheaper

 

Ryzen 3700X has more cores (and therefore more CPU power), so you can do CPU encoding without losing much performance on the 3700X. This will result in slightly higher quality, but costs more.
