If I remember right you need a folder under the main drive. Steam doesn't like to write things directly under a drive letter.

when i try to create a new steam library on a new NVME M.2 drive i a getting this ERROR (failed to create a folder,  this drive is read-only)

Seems like a NTFS permission issue. That can also make a file/directory read only.
