Additionally, what motherboard (manufacturer and model please) is in the computer that is having issues?

I did and I tried the Pw switch that's right on the motherboard aswell

Here's an essay on everything we've tried so far:

Everything was plugged in, seated correctly that we know of. The computer would start up just fine with no problems, EXCEPT at first the GPU wouldn't send a signal. We tried HDMI, DP, and DVI-D (EVGA RTX 2060).

 

Actually, if it helps the computer is almost entirely based on Linus' own "THE SUPER CLEAN PC BUILD". We used a 3700X instead and an RTX 2060. The PSU is a Corsair RM850X.

 

Tried reseating the RAM, moved the GPU around, removed extensions, we tried a GTX 1060 and got no signal as well. We got to the point of testing the PSU for faults. Using a paperclip eventually the PSU just stopped responding entirely. It's possible we missed something last night but we picked up where we left off this morning with the PSU. Testing a single fan, shorted the 24-pin and it worked. Maybe the PSU isn't the problem. Ran the Corsair Commander Pro to the PSU as well as the board and the RAM, AIO, and fans turned on. Finally tested the GPU, and it would fire up if it was connected to the PCIe slot on the board.

so u tested the gpu in another system ?

I suggest u return the motherboard and get it replaced.

if it doesn't work then it's either wrong cpu installation or bad ram.
