For fan control? No.

For RGB control? Only Corsair products are supported.

As far as I know, the Commander Pro only exposes the fan control via iCue and nothing else.

No. SpeedFan and other 3rd party software only support motherboard controls. Commander Pro and other hubs using USB connection use also their own software.
