Ryzen 9 3950X - Cold start Running Very Slow.

Hi their.

 

My Rig has developed a very strange behaviour and I hope that someone can help me resolve it.  

 

The problem is that from a cold boot (After been powered down for 8 hours or so), when the system gets into windows the CPU is running at a maximum of 0.95 Ghz  as Reported by Windows Task Manager.   And just in using the system it feels like it's that slow too.  But just performing a reboot will immediately resolve the problem and my speeds return to their normal speeds. 3.8 - 4.3 Ghz depending on load.  

 

To my knowledge nothing new has been installed or uninstalled since this issue began.  

 

I am Running :-

1) Ryzen 9 3950X

2) ROG CrossHair VIII Hero (Bios Version 1001)

3) ROG 2080 TI

4) 1200 Watt PSU

3) 64Gb GSkill 3600Mhz Ram.

Well I have upgraded my Bios to the 1302 version.   And when things are working my boost clocks are higher... 

 

But I am, still afflicted with the same problem as before. :( From a cold start my Top speed is no where near what it should be and needs a restart following on from a Cold start to get the speed's that the CPU should be doing.
