Motherboard: https://www.gigabyte.com/us/Motherboard/H310M-H-rev-10#kf

CPU: Intel Core I5-9400F

The motherboard says it is compatible with it but it will not post everything else is plugged in properly, gpu is connected properly and everything has power.

Just wondering if another cpu is needed to update the bios or if a usb can be used to update it.

Does it say something like '9th gen ready'  or something on the box?

No it does not it says that it it supports 8th gen but on the website it says it supports 9th gen intel processor

Then the motherboard needs a BIOS update.

H310 existed before 9th gen did, so if the store you bought it from had older stock (from before 9th gen support), then it is not compatible.

Either get the BIOS updated, or return the board for something compatible out of the box (like B365). Or you could also go for a Ryzen 5 3600 and any MSI B450 MAX board.

Place a compatible CPU in the socket and update it.

That means you need an 8th gen CPU to do the BIOS update
