Note : Google Chrome source code is approx 13 billions of source code files, compiling with i7-4790 take about 180 hours 😞

I mean if you have more than a grand to spend 3970x or the 3990x is the best obviously although and this might sound outrageous and idk if you are interested or do AVX work load but if you do the 10980xe specializes in such work load but you decide if you want more horse power or the ai built in to the 10980xe 

Although the 3950x is still competent it just won't bring the best performance

Really then you might want the 3950x as it comes on a cheaper platform compared to the core-i series extreme processors and the threadrippers. Consider using the extra money to buy a decent air cooler/aio. If you can save up for a little longer I will highly reccomend the 3960x/3970x, the performance jump will be pretty large. You also might just want to wait a little longer for AMD's 4th gen ryzen launches, but if you just can't wait, 3950x+Noctua dh-15/ a decent 240/360 AIO is the way to go.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

If 4th gen ryzen launch, will 3960x or 3970x prices down significantly ?

long time untill 4th gen launch, and even later for 4th gen threadripper. 

 

its a firm, "maybe", but if you can get the 3950x, you will have a significant drop in the time it will take to compile code

your powersupply is adequate providing you dont need to have more than 1 GPU (2080ti)

 

assuming its the 2019 version of the RM (greylabel)
