If the spec list is to be believed, yes, absolutely.
I can't say I have experience with it so take that with as big of a grain of salt as you see fit.

What would you buy (DAC/AMP preferably!)

Schiit stack, 100%. Really can't be beat for under 200 or less, and punches well above that.

Magni 3+ or Heresy are both great, just slightly different flavors of a similar ice cream, and the Modi 3 is fantastic as well. Either Magni + the modi is an amazing option.

I run a Schiit Lyr 3 tube amp, with the multi bit option and the upgraded tube (which again, tubes just change the flavor of the ice cream), and my brother got the schiit stack with the Heresy, and the resolution of that schiit stack is just beyond mind blowing. For my personal taste, its about 85-90% as good as my lyr 3, I like the multibit and tube flavors my Lyr provide, but good god is that schiit stack clear and dynamic. I can't recommend it enough.

Will Massdrop O2 amplifier + ODAC (medium gain) power my DT770 PRo (250 OHM)?

Thank you.

Just googled you username real quick, if you're streaming on Twitch you should be using an Audio Interface to power your mic and that should very easily power those headphones to a more than acceptable level. A standalone dac/amp will provide very little improvement over the interface I'm assuming you already have.
If you're using a USB mic and I'm completely wrong a standalone dac/amp would certainly power those headphones though I'd suggest you move to an XLR based microphone system and thus use an interface to power the headphones.

Up to you,
Sloth

Currently using a Blue Yeti with Voicemeeter Potato (so it doesn't sound like shit), but yeah I'm looking forward to buy the PodMic from Rode.

Then I'd highly suggest skipping the standalone dac/amp and grabbing an interface for a similar price to get you ready for that upgrade.
I won't lie, I'm not entirely sure how the headphone amplifiers are on most cheap interfaces, but the team at Focusrite rate 250 ohms as the upper limit of what their Scarlett 2i2 will power. Sounds to be about the right price range too, check this basic guide I wrote if you want more options.

Failing that a standalone headphone amplifier coming off the interface is always an option and great studio headphone amplifiers can be had for very little money.

Completely agree with sloth a something like Scarlett 2i2 should have a strong enough amp built in to power the 770 going this direction is much more cost effective and give you the most functionality for your cash especially if your a streamer or content creator
