Is it true that they allow iOS users to import all of their data to a new iPhone, even custom imported songs?

Apple's cloud services don't literally transfer everything you've ever put on your phone, if that's what you're wondering.  Although iTunes Match might give you copies of songs you'd imported that line up with ones on the iTunes Store.

 

With that said, a local sync with iTunes will bring over every track you care to sync, no matter where you got it from.
