What's loud is dependent on your hearing. It can cool adequately will decent airflow so I recommend trying it first. You can decide on whether or not to replace it later depending on your satisfaction.

I want a CPU cooler for my Ryzen 3600, I would like to have cool temps when gaming and for aesthetic purposes.

 

I am not going to overclock.

 

Budget is £35.

Gaming utilizes less than 30% of the CPU in most cases so temperatures under full load are irrelevant to your use case. The stock cooler in my experience on the 3600 is more than sufficient for even a 4.0Ghz OC.
