Error 28

Hello. Im troubleshooting XFX RX 480 8gb, when I look into device manager and open graphics section card is not there, instead it is in other device with error 28. Fans dont spin on 100% wich would mean dead bios, card doesnt restart itself wich could indicade something dead on pcb, Im thinking that problem is bricked bios, card ofcourse doesnt output any picture. What do you think?

given that the system starts wih the gpu installed that would indicate sth like a dead bios rather than physical pcb damage or shorting or the computer wouldnt even turn on

But whats wierd is that this one has dual bios I dont think both of them just died, I know that card is exmining card but what If the owner tried to flash gaming bios back but he failed. I know that If you use that stupid utility from AMD it has some % to fail Its much better to use rufus and than in rufus force different bios on that card but If that card can not be seen in win how the can I force new bios, dead chips would make fans go 100% all the time

have yo utried plugging it into a pc as a secondary card?(just to see if it shows up)

Why would this make a difference I have iGPU so its bassicly the same If I didnt have one and did 2 cards. I have to try to force new bios on that card before dissasembling it and looking for damage.

yeah im talking about getting into the system(igpu or otherwise) and forcing a new bios
