Audio Static Issues on windows 10

Hello i have recently noticed my windows 10 desktop is producing static noises when adjusting volume. the static is very slight but when going from 0-100 volume you can notice it

I have used other headsets and the problem persists and even uninstalled the realtek audio drivers and reinstalled.

I have even unplugged front audio to test the motherboard audio ports and the same thing happens and jumped on my surface pro 4 to test the audio but wont happen on the surface pro.

im sure its my motherboard and if so how can i fix it.

Gigabyte GA-H97-HD3

Amd 7970 ghz edition

thermaltake 750 watt supply

i5 4570 3.20 ghz

12 gb ddr3 1600mhz ram

You might need to ground your PC if it isn't already.

Is it only when adjusting volume? And not while playing?

Okay.

Grounding your pc means using an outlet with 3 holes, 2 for power, one grounded. Looks different from country to country though.
