Help with installing windows 10 on new m.2 ssd

Hello all!

 

I have purchased a new Samsung 970 EVO plus SSD and I'm having an extremely hard time clean installing Windows 10. I am using a bootable usb i created on chromebook (i do not have a secondary PC). the motherboard is an MSI Z390 Gaming Edge AC. in the quick bios i have changed from CSM to UEFI and am unsure if there are any other settings i need to change or if i should reset to factory defaults and try again. I am getting to the beginning of where windows 10 is asking to Install but than am quickly greeted with a message saying there is an issue finding any drives. Now i realize that its probably the fact that i did not create the usb using windows creation tool. I am losing my mind trying to figure this out and would like to know if there is a solution i am not seeing.
