I have recently built my first ever pc but I have a problem. When i turn it on all the fans spin but no power goes to my keyboard and i dont get any response on the monitor ( no bios just a no signal sign) I have replaced the cmos battery. I have tried using 1 ram slot (  I dont know if that ram slot works). I have tried using intergrated graphics. I have made sure all my wires are plugged in properly many times. My motherboard arrived with a scratch on it ( not deep at all, less than a mm) on the back where the ram slot would be. I am using a cheap psu but it is office rated like my pc so i have no issues. 

My specs are:

i3 4170 

8gb ddr3 memeory

msi h81m p-33

aerocool intergrator 600w

If anyone has any ideas of a way to resolve this issue or a part i must buy to fix it pls tell me a solution

OK I got some leads for you. Still would like to see a picture, but if it's assembled in the case, don't worry about it right yet.

 

The Cpu you have is a Haswell Refresh and likely needs a newer bios to support the chip.

Bummer is, without being able to post into bios, we don't know what bios revision is installed.

Also, on top of that, I don't see exactly what bios revision you would need to support the i3 4170 processor.

The quality isn't that great.....  But I'd send the board right back. That scratch looks horrible. I see bare tracing, likely one or more cut completely. 

 

And when you do get another one sent, ask the seller to be sure it has a recent bios revision to support the Haswell refresh processors and then you should be good.
