Short answer is yes. Long answer: It depends.

 

I would say an IPad, Phone or cheap laptop is not ideal for develpment. But it's possible if you don't have other options.

These devices are often very slow and have limited amonth of memory that you'll burn through very quickly depending on the complexity of your projects.

Theres probably a website that lets you develop for web. If you mean typing on the keyboard development. Otherwise, there’s wix & Wordpress.

You can use this & download a client to your iPad. Basically remote VM into a rented windows PC to develop.
