Honestly I don't see why not, wont be quick though. I've just finished editing chroma key, encoding and screen cap on a mobile i5 3rd gen. 

 

It did it , didn't like it though 

Silent build - You know your pc is too loud when the deaf complain. Windows 98 gaming build, smells like beige

I mean, you can edit video on a Pentium D. It's just a question of how long you're willing to wait for the finished product.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

You could try running Asus RealBench. Its pretty much made to check how some more common tasks run on systems. Or rendering actual video process. Though, saying this with my i7, 1080p60 30min video takes about 40-50mins to render for me.
