The stock cooler comes with a layer of paste pre-applied. Just use it, it works perfectly fine

If it's new, that's pre-applied thermal paste and not a pad.

As others have said, if the stock cooler is new - that is a pre-applied thermal paste.  You can just install it with no worries.  There is no need to remove that paste and apply any other paste.
