Secondary DNS Use

I have two piholes running and I set my primary DNS to one and the secondary to the other. I figured it would barely use the secondary but there are more requests than I originally had thought. It gets around 1/20th of what the primary one receives. So what determines if your device uses the secondary DNS opposed to the primary one? I assumed it was when the primary goes down but now I'm not sure why.

Just keeping this here as a You are correct, it should only use the second one if the first one doesn't reply (timely enough) or if it doesn't send a valid response. You'd probably have to find a way to log requests (on the client) to see why it used the fallback instead of the primary.

Depending on how fast the hardware is your Pi-holes are running on, I suspect the first one could be slow to respond if it receives many queries at once which is why it sometimes queries the second on. Like I said, you'd need logs to be sure. If it only receives 1/20 of traffic, it's unlikely it'll use the tertiary one, but not impossible.

Depends on the client.  Crap like Roku boxes will try to resolve on any known DNS they have configured in round robin.  Most PC clients will use them as a in-order priority.  Pihole keeps a log of the domains so you can see specifically what client is requesting what record and the return log from the pihole, from the web admin interface.

Depending on what the Pi-Hole is running on, there is really no need to have a second one. I have a pretty extensive network (36 Clients (Personal Devices and Servers, 10 network devices and far more personal devices during parties and such). I have a single RPi 3B+ running Pi-Hole and it's not even breaking a sweat. Unless you are in a enterprise level environment, I wouldn't bother with 2 of them.
