Why does YouTube ask "What did you think of this video"?

Hello,

When scrolling through YouTube. I sometimes see the "What did you think of this video" rating.(See picture).

Now my question is:

1. Why does YT ask for these ratings and why does it ask to tell them why?

2. And why are these ratings so important to them?

Maybe so they can improve genres and improve recommendations
