I've noticed with radeon overlay on, my gpu usage is around 92 to 94% (5700xt) , I thought it was a bit low so I ran cinebench (r15) just to check cpu and I'm getting a max of 1430 with my 1700x clocked to 3.85ghz at 1.375 volts running on 3200mhz ram. Not sure why my numbers are lower. Anybody with more knowledge on this subject than myself care to provide assistance

your cpu soce is pretty normal. try to enbale xmp in bios if you havent already

temperatures?

all core clock 3.85 ghz?

check that the ram is running at the 3200mhz, it sounds like it is not.

check with other programs than cnebench r15; cinebench r20, aida etc.

Yeah, that is a bit low for a 1700x, I just pulled my old Cinebench numbers from my 1700x and my scores were around 1650 to 1750 depending on my overclock.  

 

I'd be inclined to thing it's a RAM issue as well.  Maybe try uninstalling and reinstalling Cinebench, I know the first time I installed it was kind of buggy and didn't work right.
