CPU for RTX 2080ti 4k max setting build

Hey everyone so I have a 4k TV the Sony 900f, love the tv and hdr is sooo amazing.(Wish there was 1080p hdr options) My current pc mainly use it for gaming has rtx 2080 ti founders edition, I7 6700k overclocked to 4.6ghz with 16gb ram. So far a lot of games in running 4k has bottlenecks and it's really bothering me. So I want to upgrade my cpu but since I am upgrading my cpu I plan to upgrade my ram to 32 gb as well. But deciding for cpu has been a bit difficult. I am not sure which cpu to get so far its between i9 9900k and ryzen to 3990x. Money isn't totally the biggest issue but definitely don't wanna spend a grand for a cpu. If you guys recommend a better cpu than those I can take a look. But this is for pure gaming. So what do you guys recommend for cpu for 4k rtx 2080 to gaming. I dont wanna have annoying fps issues like I have with i7 6700k.

Grab a AMD 3900 or 3950 if you can offord it.  It will be a good investment and you will be one happy gamer.

The 3990X would be a bad choice for gaming.

The 3950X would be better.

For pure gaming the 9900K will be better, by a little.
