So when I turn my deskptop on my modem just continually reboots. It drops reconnects then I might load 1 webpage before it drops again. I've moved the modem to a different outlet and it still reboots. My router doesn't reboot or anything just the modem. I think the draw of power from the desktop is causing the modem to reboot.

What kind of modem?  Dropping signal without rebooting is more common.  Does it auto reboot when it drops signal?

The modem just auto reboots the minute I turn it on, and if I leave it on it just keeps rebooting, I seen some people have been having this issue after a Windows 10 update I'm going to try setting a static IP on my router and see if it resolves.
