So when I turn my deskptop on my modem just continually reboots. It drops reconnects then I might load 1 webpage before it drops again. I've moved the modem to a different outlet and it still reboots. My router doesn't reboot or anything just the modem. I think the draw of power from the desktop is causing the modem to reboot.

What kind of modem?  Dropping signal without rebooting is more common.  Does it auto reboot when it drops signal?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
