No signal for 20-60s when starting/restarting pc

I've been dealing with a weird issue on my new build whereby if I start up my pc, or do restart from windows, it takes about 20-60s (always differs) to find the signal source for the monitor, and until it finds this signal it won't post. It's essentially a static message saying "No DP source was found" or along those lines.

 

As soon as it finds a signal, only then am I greeted with the standard message that allows me to go into bios, followed by the Windows welcome message.

 

My monitor is a dell s2719dgf connected via DisplayPort to a Gigabyte RTX 2070 Super, and Asus X570-F motherboard. Has anybody experienced anything similar when connecting via displayport or might know what the issue is?

 

What I've tried:

- Reinstalling my gpu drivers (using DDU and unplugging network to ensure Windows doesn't install drivers for me)

- Unplugged this monitor and used my second monitor which is connected via hdmi (so that eliminates displayport plus faulty monitor?)
