My i5 9400f rise up with 76-78 ℃ while gaming.I saw benchmark on YouTube    videos that the temperature stays always bellow 70 ℃.

1.Is there any problem with cpu or coller?

2.somesays It's normal and suggested me to buy a cooler.I am thinking to buy Cooler master hyper 412R(tower coller).its around 20$.Is my decision righ?

78*C is perfectly safe. No need to install an aftermarket cooler.

Mine too few days ago.I changes Thermal paste and it downed to 80 degree. But it worries me much when the fan spees starts to increase.

Do you still play with 96?

I forgot to mention, but this was during folding at home (F@H) and my GPU was also at 100%. Taking these two factors into consideration, it's understandable how it reached that temperature, considering I didn't look too much into changing the fan speed curve. Typically, under considerable load in a game, it reaches about 68-70 degrees while at stock it stays at about 40 degrees on average.

Try to keep it under 80-90 if you are overclocking, with that cpu you can’t. Let it cook it’ll be fine.

Maybe that person has a lower ambient temperature or better airflow in their case.

How are you sure they are using the stock cooler? But if they are using the stock cooler, they might be using a case with great airflow (or using a test bench)

What cooler you are currently running? And what volts you are getting when this is happening? Have you tried turning off Multi-Core Enchantment or any other auto-OC features?

Using stockcooler,never overclocked,runs with 45w and 3905mhz.

If you haven't changed anything, the motherboard might still have MCE running. That will bring your voltages (not clockspeed nor wattage) up. Btw, wattage is very inaccurate and pretty much nobody watches it before or after CPU purchase.
