Can someone give me a tl;dr version of what Maxwell is? Also, why did NVIDIA not call the GTX 750 the GTX 850 if it's part of a new architecture?

Maxwell is a new architecture like Fermi and Kepler just better (lower power consumption, more effiecient)

And its not 8XX because they are still 28nm.

20nm.

That should bring additional performance/watt.
