90c is already pretty warm. If it doesn't get any higher, it's alright but lower would be better for performance and longevity. 

What case and fans are you using and how is your case airflow setup? What are fan speeds at when gaming?

A few questions first.

1. What model is your RX 580?

2. How long are you keeping it at 90c?

3. What case are you using? How many fans are in there?

 

90c is a little worrying but it shouldn't be too much of a problem. Some ways of lowering temps would either add more case fans and make sure you have good airflow, allowing your GPU fans to run default (even if it's a little loud, but you can customize the curve to not go above what sound level you are comfortable with), and taking off your case's side panel to allow more air to flow in.

I have stock cpu intel cooler and a 30$ small case i got from ebay with rx 580 2 fans and a house fan aimed at my pc

Raise the fans a bit, up to around 40% should still keep the video card silent.

The video card is perfectly safe hovering at around 80 degrees celsius. 90 degrees is a big much.. still safe but I'd be concerned about the ram chips getting too hot and affected by heat over time...
