Start Button not working, settings not opening

Guys my start button is not working, taskbar is not accesible, my settings is not opening.

When i open personalize below message is displayed

Kill  and restart Explorer. Press Ctrl + Alt + Del  at the same time, select Task manager. In the Processes tab and scroll down until you find Windows Explorer (normally right near the bottom of the list), right click on the Windows Explorer process, and select Restart. Hopefully that should get the start button back. If not or it reoccurs after a restart it is probably system file corruption, you may need to do a repair install of windows.

But first follow the below step by step (don't jump ahead):

Press Ctrl + Alt + Del  at the same time, select Task manager.

Run new task from the File menu (top left).

Type in CMD into the Open: box, tick the create this task with administrative privileges check box, then press ok. It should give you the Command Prompt page.

At the prompt type or copy paste in:

Dism /Online /Cleanup-Image /CheckHealth

Press enter and let it run, when finished paste in:

Dism /Online /Cleanup-Image /ScanHealth

Press enter and let it run, when finished paste in:

Dism /Online /Cleanup-Image /RestoreHealth

Press enter and let it run, when finished paste in:

sfc/scannow

Press enter, this last one will check your systems files for corruption, the 3 above it are to make sure if SFC finds anything that it can recover it rather than giving an error.
Close the Command Prompt and restart your computer. If sfc/scannow didn't find any errors (and correct them) or it comes back after restart then do a repair install or even better back up everything you don't want to loose and do a full install.
