30-40 degrees is fine! intel CPU's can handle quite alot of heat, possibly 65-80ish anyways, just monitor the temps for a while and if it starts to go up and up, then get a aftermarket cooler.

A few other questions, how long has it been like that and what is the room temp? It's still abnormally high either way like tacticalpanic said clear any dust out and see if things improve, if not then reseat the stock heatsink.

 

If you are going to upgrade to an aftermarket cooler you would be better off paying that little bit extra to get the Hyper 212, it's great for the price! :)

Well we did Dustout and applied New Thermal Paste and clean Heatsink to but that didnt create any difference  and about Room temperature its the only thing i dont know but i think its not issue becoz Room temps were normal it wasnt like his room getting hot it was actually Cooler.

Hyper 212 doesnt Fit in his Budget becoz he trying to Squezze lots of things in it

80 degrees under load is fine.  Intel CPUs are designed to handle temperatures up to 100C and include a automatic throttling feature if your CPU exceeds a certain temperature, to prevent self-damage.  You'll be fine for now, until he can afford an aftermarket cooler.

80 deg celsius isn't too hot for that chip. As above users have said, cleaning out dust and lowering the room temperature are good and free ways of helping the cpu temps. And a good CPU tower will never be a replacement for sufficient amount of intake fans in the case.
