Corsair Commander PRO i can control fans and RGB ?

Yes.

Commander Pro can control fan speed (when you connect all your fans to the controller) and if you connect your RGB FAN LED HUB to it, it can also control the RGB.

The Commander Pro can do everything a Node Pro can do + fan speed control

i have to purchas ek loop connect and Corsair RGB Fan LED Hub ? but its possible like this ?

Depends on what you want to do.

If you want to control your RGB via software, you need that RGB FAN LED HUB, but also a Corsair Node Pro (or a Commander Pro, but that is really only needed if you want to control fan speed via software, which you can use that EK device for).
