From 1tb to 250gb

Disk management screenshot?  

 

You can probably resize the partitions.

My empty 1tb became 250gb when I used a cloning software to move my files from my (C:)250gb to (:D:)1tb. Can my 1tb drive be recovered from having only 250gb?

Probably you should make some changes using Disk Management tools. In particular either extend disk C:\ to 1TB or create additional logical disks. Here are guides for you case.

Do you mean I can use the other drive to extend my other drive?

No.

In Disk management you'll see your drive using 250GB and 750GB of free space behind it, but you can extend the drive to use the rest of the free space.

Correct.

Is there any option you could share with us a screenshot of your Disk Management tool?

Basically, what should you find using the tool is that your 1TB disk has some partitions. Probably one for EFI, one for system recovery, another is drive C. and then there is unassigned disk space. You might do either press on drive C and click Extend to make drive C bigger or click on that unassigned space to create a new simple volume/partition which would be drive D or E or whatever a letter you give it.
