second cpu fan not spinning

I'm not sure how long this has been going on, as I don't usually open the system with it on, and the fan is on the backside. Would like to be able to fix, as it has a special clip thing to connect it to the heat sink, my other fan spins fine, and all my case fans spin fine. I feel a lot more resistance when trying to spin that one by hand that on the others, that might be from it not spinning for a while???? Or it may need greese/oil, but I would think it would spin slow if that was case

Lets start from basics, shall we? What fans, what mobo? Have you used monitoring software to see if its registered there? Does it spin if you stress CPU? Or what happens when you connect it to another header?

 

The 2nd CPU header is automated and connected to main CPU header. Meaning that motherboard doesn't make that 2nd fan spin before it needs to.
