I don't quite understand the question but you can adjust cpu power usage a couple of ways. The easiest is just clicking the battery status icon in the taskbar/notifications area and lowering the performance slider. This limits CPU speed. Another way is though editing power plan settings. Open your current power plan and click "change advanced power settings." From there go to "Processor power management" and then configure the maximum CPU usage you want to allow.
