I'm helping my friend build his first pc. I build mine quite a while ago so I know new products are here and prices have changed. Can someone please design a £400 budget pc on pc part picker as a base design?? It would mean the world to me and my friend. Thank you!!

In this price range you'll most likely be limited to using an APU. If he plans on doing more graphics intensive tasks on the PC, like playing AAA titles, then you might want to look into the used market instead.

Desktop: Intel Core i9-9900K | ASUS Strix Z390-F | G.Skill Trident Z Neo 2x16GB 3200MHz CL14 | EVGA GeForce RTX 2070 SUPER XC Ultra | Corsair RM650x | Fractal Design Define R6

Laptop: 2018 Apple MacBook Pro 13"  --  i5-8259U | 8GB LPDDR3 | 512GB NVMe

Peripherals: Leopold FC660C w/ Topre Silent 45g | Logitech MX Master 3 & Razer Basilisk X HyperSpeed | HIFIMAN HE400se & iFi ZEN DAC | Audio-Technica AT2020USB+

Display: Gigabyte G34WQC

i would trim out some money from the PC case and the mobo to get a ryzen 5 3400g which has vega 11 graphics and is a better CPU overall

The 3400G was overly expensive for some reason, as I would've gone for that in the first place. I agree that some money can definitely be saved on the case, though I'd still keep the motherboard.

3200g costs 80pounds  3400g costs 120 so 40 pounds difference

The mobo is nice but at this budget sacrifices need to be made and a better CPU is gonna have bigger overall impact in everyday usage than a better mobo

Here's what I meant by overly expensive (on PCPartPicker).
