82c is hot, but not totally overheating.

You can probably modify the fan curve with a program like MSI Afterburner to run the fan faster and cool down the card more. Buying anything to cool it down really isn't worth it for such an old card.

Did it run hotter after you changed thermal paste, or did you change the paste a while ago? You might not have used enough mounting pressure. Another thing to consider is your case and how many case fans you have.

I would just change the fan curve as RadiatingLight suggested then. You can use MSI Afterburner to change the curve.

It depends on how much noise you can tolerate. For better temps you could set the fans to always be at 100%, but not everyone wants to hear a jet engine next to them. There are plenty of videos and articles on how to do it, you just have to mess with different settings until you find what works best for you. You can set power limit to whatever the max is (all the way to the right). All that means is that the card will use more power if it needs it, up to the max that you set it to.
