I am downloading from the Windows Store at 140 Mb/s. That's what it says anyway. But I get 213 MB download speed when I do a speedcheck.

 

Am I downloading at full capacity? Is the Windows Store bottlenecking my speed or is this as fast as my internet speed allows me?

When I download on Steam it downloads at like 26 MBs. I find all these numbers very confusing.

Probably.

Or it's just your ISP prioritizing the speedtest.net network activity.

Speedtest.net reports speeds in Mb, which stands for Megabit. Steam reports speeds in MB, which stands for Megabyte. So be careful when listing speeds, that you're listing the right one (MB or Mb).
1 byte consists of 8 bits, so 1MB = 8Mb, or in your case it's 213Mb = 26.6MB.

The speeds you're getting between the test and Steam download line up, it's just a different way of representing the numbers.

Most of the confusion probably comes from networking speeds being measured in megabits per seconds, while storage is measured in megabytes. Steam is showing 26 megabytes per second, which is 208 megabits per second since a byte is 8 bits. As for the Windows Store, there could be a limitation on Windows side of things since you are getting the proper speeds from Steam. So your connection is fine, it's likely just a Windows Store bottleneck.

What I am trying to find out is this... would I gain faster download speeds at the Windows Store if I upgraded my internet speed from 213 to... 365? Or is the Windows Store already "capped" for me. I tried several games and it never goes above 180 mb or MB or whatever. I don't know the difference between the letters but I do know that one of them is small, like the steam download and one of them is big. The Windows Store download is big and the speed they state on my ISP page is big too.

Does that mean that I am 33 mb away from my speed cap when using the Windows Store? And therefore I would not gain faster download speeds if I upgraded?

Well with Steam you're getting speeds matching the speedtest, so it's probably just the Microsoft Store not allowing for much higher speeds.

It's probably Mb (small b) that Microsoft Store is showing, since 180MB would be over 1.5Gbit per second.

 

MB (megabyte) is always a smaller number than the Mb (megabit) equivalent.

MB to Mb: multiply by eight

Mb to MB: divide by eight

Or just google "8 Megabyte to Megabit" and get the conversion right there.
