Am I bottlenecked?

Hi everybody! 

First time posting so I figure i should start with my specs.

 

CPU - Ryzen 5 2600x OCd to 4.0GHz w/stock air cooler

GPU - MSI 5700XT stock settings paired with NZXT G12 bracket and Corsiar H55 120mm AIO

Mobo - ASUS Prime B450

RAM - Corsair Vengance 32GB 2777

 

I am a big fan of 1st and 3rd person shooters; especially The Division 2 since the expansion came out.  I also do a little video editing as well.

 

I am currently using a 1080p 144hz monitor and run every game I play on ultra settings and could typically get an average of 120-130 FPS.  I have recently ordered a 4k 60hz and should be here in a couple of days.  What I am wondering is if it would even be possible to reach 60hz at 4k with ultra settings based on the CPU and GPU combo I have.

To check for absolute you need OSD program (msi afterburner) then see if GPU or CPU is lower than one another. With that setup however, seems unlikely.

GPU is at 90% usage and CPU is around 40-45%

 what would you recommend I do to hit that target frame rate?

Lower in game graphical settings and experiment with what gets you the best fps but i would recommend starting at low-medium settings. also overclock your gpu to get a few more fps

An RTX 2080 TI will get you to average 60 FPS on ultra, or you could lower your settings a bit.
