2x8gb Anarchy PNY ram 2133mhz

Evga 600watt PSU

Seagate 5400rpm 500gb HDD that I pulled out a very old laptop

 

 

I'm having massive fps drops in game I have upgraded my entire computer and I'm having drops from 160fps to persay 50fps then goes back up all game settings on low the gpu is only running at 65% in the task manager my disc usage is staying at 100% I don't know what else it could be can a old hard drive cause this much stutter in fps?

 

       

  I've tried

doubling my ram

Checking cpu temps

Ran a hard disc check it has 71% health

Fresh install of windows 10

All drivers are up to date

First off you need an SSD, using that old HDD is a bad idea, it doesn't matter if it says it has 71%(which btw isn't that great depending on the software you're using) if you want to test a HDD check it's S.M.A.R.T health with CrystalDiskInfo or HDTune. An SSD is a necessary component in any computer gaming or otherwise these days and if you don't have one it should be your top priority to get one. More than likely your entire issue is that you're using a slow, dusty old mechanical HDD that's starting to wear out.

 

If you updated the drivers correctly by going to your motherboards manufacturer webpage and getting them from there then it shouldn't be a driver issue, if you just use Device manager and Windows Update to get your drivers then that's an issue as they are more than likely out of date or are the wrong drivers. If you haven't already gotten the drivers from the motherboard manufacturer webpage do it, also update your bios to the latest version if it is not already on it.

so, do you have an i3 or an i7? Because you either have an i3-8100 or an i7-8700, but you definitely don't have an i7-8100

Would the cooler really be an issue if I'm not running high temps? I'm gonna go today and buy a m.2 SSD and was wondering do I really need to get a cpu cooler as well?
