im cooling a 2700x @4.2 ghz with a cooler master hyper 212 black edition, and im noticing that my temps when i start a cinebench run start increasing really fast from the idle 35 something to 70 ish, then it slows way down and very slowly climbs until it levels off at a max of 77. is this normal or should it take longer to reach 70 degrees celcius?

It's sounds pretty normal for that cooler. You could adjust the fan speed and temperatures through BIOS.

Voltages are what dictate how high temps will get. Still, you are perfectly fine considering the cooler and load. Cinebench is midrange when it comes to benchmark stressing system.

I recently got aida64, and my temps arent as stable as any youtubers are. when they have aircooling it stays within 1-2 degrees delta, but my temps keep going to like 95, then dropping to like 65, then going back up to 90ish. it never stays stable

Your CPU stress test is overheating, throttling down to cool things, but goes back to overheating and repeating itself. Test it without the side panel to see if it helps.

Again, voltages and your other settings. Like is the multiplier changing while stress test is going on? Which would indicate thermal throttling (which would be because of either cooling or other things).

Cinebench isn't a good sustained load. I personally use OCCT instead.
