If I had to guess your ISP could be suffering from congestion, you could have a line issue, or some other signal problem on your line. The fact is someone would need to look at your modems signal pages to dianose that. Unfortuanly I dont know how to dianose DSL signal problems. If you need faster speeds then you might want to see what the ISP offers or what other ISP's offer.

I want ask something . Lot of providers in our village provides Air internet not dsl but air , is is more better I mean Stable than DSL ? They says 30/5 speed so good for me 15€ ...

If its wireless then its hard to say. Wireless is genreally not as reliable as wired services. Also latency will be higher. The issue with DSL is its distance limited, the further from the local CO or remote box the shittier the service becomes. If you want good service you need Coax (Docsis) or Fiber.

Sometimes I think I live at end of world we dont have VDSL and Fiber what the hell :D
