So I have decided to clean up my pc because it was starting to heat up quite a bit in the high 50s and also got very dusty. 

But after I put it back together it was overheating immedeatelly to 75 - 80 and shutting down.

I think it may have something to do with the thermal paste being dry.

Should I reapply thermal paste?

Did you take off the cooler and mount it back on without changing the thermal paste?
If so, that is definitely the problem and you should replace the paste.
