Save some money on the gpu and buy a used RX 570 or RX 580. They'll perform similarly to the 1650 but for much cheaper.

 

You can use some of that saved money towards a cpu upgrade.

That's why I said to buy a used one for cheap and upgrade your cpu with the saved money.

 

If you play games with a bottleneck it won't hurt anything.

Just because a GPU is bottlenecked by a cou doesn't mean you should buy a worse graphics card for more money. Save money by getting a used RX 580 or RX 570, both of which are better than a 1650, then get a core i5 of some sort. The 6600 is the best bang for buck for your motherboard imo.
