XEON E3 1245 V2 VS I7 2600

That Xeon is actually slightly faster than that i7 in single threaded workload. That being said, that's by a tiny margin and you won't see any difference in real world.

MY SPEC:
RX 580
120GB SSD
1TB HDD
500 PSU
I AM CONFUSED IN CHOOSING CPU
I7 2600 OR XEON E3 1245 V2
XEON IS 50% CHEAPER
WILL I HAVE BOTTLENECK OR PERFORMANCE DROP WITH XEON ?
OR RECOMMEND ANOTHER CHEAP CPU THAT DOES NOT GET BOTTLENECK
MY BUDGET 400 USD

xeon should be just as fast, so buy the xeon. Also it appears that you might have left CAPS-lock turned on by accident.
