This is an issue I have been dealing with for a while now. It's been occurring even when I had an i3 7100 and a gtx 1050 (I upgraded, but I still use same Motherboard).

For every game I play, there is very low CPU & GPU usage. It can vary depending on the game but its usually around 30% usage for both CPU and GPU.

 

My PC is under performing like crazy compared to anyone else's gameplay with similar specs. As I said, this was still occurring before I upgraded my CPU and GPU. That's what makes me think this is an issue with my motherboard since I don't see what else would effect this.

 

I am inclined to believe this has something to do with hardware since I am not sure what else to do software wise. I am going to upgrade RAM and a new Motherboard since I don't know what else to do :P

 

GIVE ME ANY SUGGESTION FOR ME TO TRY PLEASE

 

SPECS: 

i7 7700 (no 'K')

gtx 1070ti

8gb DDR4 2400mhz  (SINGLE CHANNEL - I am getting another 8gb stick soon)

ASUS prime b250m-c  (gonna swap this out if i cant fix this issue)

 

WHAT I HAVE TRIED:

  • Fresh install of windows multiple times
  • Wiped my two SSDs
  • No virus since I just got a clean install of windows and haven't downloaded anything other than Steam, MSI Afterburner and RTSS
  • Disabled HPET through Device Manager since it wouldn't show up in my BIOS
  • Intel Virtualization Technology (In BIOS) ON/OFF made minimal difference (OFF increased fps by a bit)
  • My Power Settings are set to performance in the Power Plan
  • I have already put my power setting to Prefer Maximum Performance in NVIDIA Control Panel
  • CPU is set to Sync All Cores in Bios
  • XMP mode ON/OFF made no difference (Not even sure if i was able to turn it off, In BIOS the only options were AUTO or XMP - 2144mhz or XMP - 2400mhz)

What software are you using to check CPU and GPU usage?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

I am using MSI Afterburner and Rivatuner Statistics Server to see the usage for both CPU and GPU.

Thats what those stats in the top left of the gameplay are. (The number with '%' next to it is the usage)

On the off chance, have you tried running the integrated graphics only to see if usage % changes?

Isn't the IGPU supposed to be shown under Display adapters?

What I would do is just pop the graphics card out and plug the monitor into the motherboard

Usually you got on Display adapters and it's gonna be there and you just right click and disable like this:

idk yours isn't there tho, if you see it just disable it (don't uninstall tho that can cause some trouble).

At first glance it looks like you are bottle necked by your ram. These games may claim 8gbs is the minimum required, but I consider that misinformation at best. A video game will easily have 8 gbs for breakfast, especially the more demanding, CPU intensive ones, so 16 gbs should be considered the true minimum for gaming. I can't imagine trying to play games like Squad for instance with only 8 gigs. I have 32 gbs of ram, and the game is always using at least 14 gbs of it without fail.

I think that too but csgo takes up less than two gigs when i play it. And i’m pretty sure I’ve seen system with 8gbs outperform my computer.

Well I'm looking at other videos whose specs are pretty identical to yours and I'm seeing the exact same thing with the usage rates. For your CPU, you actually don't want a high usage rate anyway, because its really the CPU that bottle necks your GPU, not vice versa. The CPU sets the limit on what the average frames per second could potentially be, and the GPU can either live up to that expectation or it can't. Even though you have a low usage rate for your GPU though, I still don't see what the issue is looking at your videos. I don't see any stuttering, and you are achieving well over 80-100 fps in those games, which like I said is pretty consistent from other videos I've seen with similar usage rates. If you aren't happy with that performance, there isn't much more I can you suggest you do besides buying another 8 gbs of ram.

 

Check out the video below. He has the same specs as you, except he is achieving well over 200 fps, and I'm pretty sure its because of the extra 8 gigs of ram he has available. So I wouldn't let the usage rate for your ram fool you. It can be very deceptive because as we can see in this video and in yours, if the PC actually has more ram available for the program that needs it the most, it most certainly will use it. This guy isn't even using the overclocked version of the GTX 1070, yet he still achieves a higher frame rate. There are other factors that can lead to better performance, but in your case, I would say the lack of ram is the likely culprit.
