So I have noticed something with my GPU the usage is locked at 46% no matter how high I put the settings in the game and my CPU is not bottlenecking because it's only in the 30s while playing games if I put things on ultra the frames just drop but the usage doesn't get higher what do you think

1. What games?

2. Are you looking at the overall graph or per thread graph of the CPU?

3. Do you have Vsync or any other sort of syncing protocol turned on?

I seem to have this problem too with around the same specs, I'd be playing GTA V and be locked at about 40/40% usage with high and low settings, seems to be something with the 2080ti in general, but if not, i'd love to have help too.

Is the fps the same at all quality settings? If so, I would suspect some frame limiting (through vsync or similar) is happening.

This applies to you and OP:

1. Open Nvidia Control Panel

2. Click on 'Manage 3D settings" 

3. Find 'Vertical Sync' and set it to 'Use 3D application setting' (which should be set to this by default, at least it was on my Nvidia card).

Now make sure there is no sync protocol or framerate limiter is turned on in game. So make sure Vsync and - if available - fastsync is turned off.

 

Also - still applies both to your and OP - while gaming go into Task Manager > Performance > CPU > right click on the graph and make sure it is set to Logical Processors:

Now when gaming check if there is just a single core going to 100% or something.

This is what my usage looks like in task manager.
I'm driving around the city at about 80-100FPS with 38%cpu usage ad 40% gpu usage on average on rivatuner. c65db352f05ee1d45315c3b5f42508e0.png
