Slow SSD to SSD transfer speeds

I am currently transfering some data from one ssd to my m.2 and it started the first 5 seconds at about 1gb/s but now it's 13mb/s went from a 30 sec process to 30 minutes. Then it will boost to about 400mb/s for about 10 sec then back down to 10. Any and all info would be appreciated

My crystal ball says you're having slow SSD to SSD transfer speeds, maybe if you can provide more details we can elaborate this further.
