No.

There are M.2 PCIE/NVME SSD's and M.2 SATA SSD's.

Some M.2 slots support both, some only one or the other. Some motherboards even have slots whose compatibility depends on the CPU you are using.

 

So not all M.2 SSD's will fit in all M.2 slots

Yes and no . . 

 

Every M.2 device will FIT in every M.2 slot.

Not every M.2 device will work in every M.2 slot.

SSD M.2 drives are most likely to always work.

M.2 NVME drives do not always work, they only work on the PCI Express versions.

No, you have different keys (most popular for storage usage M.2 are B and M, but there are others), and width and length (most popular for storage usage M.2 are 2280, but there are others). That is just to fit it in M.2 slot. 

And then you have different protocols AHCI and NVME, and different interfaces PCIe or SATA.

i did not know that. all M.2's i've had my hands on had the same interface / notch.
