So when i get done fully building my upcoming system i plan to air cool til i get all my water cooling supplies in. Question arises on using Liquid Metal with a Ryzen 3900x. I already know not to delid as its soldered and uneccessary but question arises on how to setup the cpu around the socket if i want to use it with my new liquid cooling. What would be suggested to protect the MB from electrical properties of liquid metal so i dont have a issue

Wouldn't need to protect the mobo. Not something anyone does or should worry about. apply it correctly and there wont be an issue.

And would it actually be worth it to delid a ryzen 3900 or 3950 considering the better TIM used

No idea. Never looked those up to see their issues. I’m sure gamer nexus or der8auer have a video on it and it’s gains.

No.  They’re soldered

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Life is like a bowl of chocolates: there are all these little crinkly paper cups everywhere.

That doesn't mean that temperature reductions can't be had by delidding and replacing the solder with liquid metal or just going direct die cooling.

"worth it" is subjective - if a person values a 4c temp reduction, it would be 'worth it' to them. I've delidded a 9900k and 9900ks for direct die which gives quite a good temp drop and would like to delid my 10980xe if not for fear of shearing off all the SMDs near the IHS contact points but the work of having to resolder them has made delidding that soldered CPU "not worth it" to me so far. Might change my mind in the future.

*EDIT*

The 9900k doesn't have any SMDs near the IHS contact points so no risk there, though I think some have suggested you might crack the silicon die itself when breaking the solder with a delid tool. I've only delidded one 9900k and one 9900ks so not a lot of experience delidding soldered CPUs but neither appeared to be much at risk for damaging the silicon.
