most gpu's fans already turn off at low usage same with power supplies, the main question is cpu cooler. Purpose made fanless coolers are quite expensive like the NoFan CR-95C at 115 euros. Im thinking of a big air cooler and just taking off the fan or adding a separate fan cooler as my motherboard wouldnt allow to turn the cpu fan off. The current candidates are silentiumpc fortis 3 he1425 or silverstone he02

You should use an external controller for the CPU fans.  From there you set the fan curve on the mobo and then use the controller to reduce that.  Essentially doing something like:

 

75*C > mobo fan speed 60% > controller reducing that to 30%

50*C > mobo fan speed 30% > controller reducing that to 15%

25*C > mobo set to its minimum % > controller reducing that by 50%

 

Of course that's just an example as to values you would use in BIOS, but the controller I'm thinking of would only have one setting and in my example it is set to half power.

What @nick name said, and also using high quality fans. Noctua is the gold standard for a reason - they're super quiet. I don't think I can turn my CPU fan all the way off, but I can set a fan curve and Noctua a12x25s can be near silent at low RPMs.

Unless you're extremely sensitive to noise, running a low power system, and / or planning a specific build optimized for passive cooling, you're probably better off just running low rpm fans for low noise and substantially better cooling over passive.

MSI tomahawk max  

16gb of ddr4

960 now but plan to upgrade to a 2060 or 5700

Thermalright Le Grand Macho RT can be used passively. It was designed for it. Ofc having a fan on it is better, the one it comes with is very quiet.

That’s a cute cooler ?

 

I only mentioned Le Grand Macho RT because it was designed for passive use. Of course it’s better with a fan but..

wouldnt convection draw the heat away, and yes the cooler is very cute. Ive started to look at the weight of the cooler not tdp

The scythe Ninja 5, Fuma 2, or Mugen 5 have fans that run extremely slow and quite.

If you set the fan curve, you'll never hear them.

Fanless is more effort than it's worth IMO

You probably won't be able to cool that passively with a custom solution -- especially so for the graphics card. 

What case did you have in mind?

Not much. For convection to effective, you need larger fins that allow air to flow upwards easily. A good example would be the Compulab Airtop 2

They're fairly power hungry components. For passive cooling to be effective enough, it would have to be beefier than most standard aftermarket heatsinks. The 960 is probably about as power hungry as you can go with a fully passive solution. Example:

The 2070 or 5700 are much harder to cool. 

 

Passive cooling during idle is fine but you're probably going to need active cooling with the system under load anyway. Low rpm fans can be very quiet and provide substantially better cooling so I'd recommend just doing that instead. Keeping components on the motherboard cooler other than the cpu and gpu is also good for longevity.

Are you sure that you can't turn off fans? What fans are you using, which headers are they plugged into, and what settings have you tried?

At load ill have headphones on so i wont matter, i want a silent pc when im browsing internet

Sorry for the late reply -- been a bit busy and this got buried under some other threads.

 

With an open test bench, passive cooling is much easier. 

Have you tried using different fan headers or different fan settings? I think your current motherboard should support running fans at 0rpm. 

The Ninja 5 is a great option for quiet cooling especially if you don't plan to oc much.
