Game benchmarks are difficult to tell if it's performing properly because there's many different settings, try Superposition Benchmark.

I mean, it is what it is. Bottlenecking isn’t “bad”, as on nothing “bad” happens. Your just potentially leaving some FPS on the table as the CPU can’t provide the GPU with data to crunch on fast enough to fully utilize the 2080 super’s max potential. If you can overclock your CPU some it would help. But there is nothing to “worry” about. Also, the higher the resolution the less CPU bound it will be. At 1080p, you likely will have a decent CPU bottleneck, but with that said, your setup should be able to max just about every game at 1080p with solid FPS, so once again, nothing to worry about.
